ICT Administration Reclaims Prime State Land in Malpur; Five Plazas Vacated in Joint Operation

Date: Oct 24, 2026

Islamabad, October 23, 2026: In a major step towards reclaiming prime state land along Murree Road, the Islamabad Capital Territory (ICT) Administration, in coordination with the Capital Development Authority (CDA) Enforcement Directorate and Islamabad Police, peacefully vacated five commercial plazas in Mouza Malpur on Friday evening. The operation is part of a wider drive to retrieve 108 kanals of state land allegedly encroached upon over the past two decades, with a survey identifying two fuel stations, nine commercial plazas, 25 houses and two godowns on the disputed land. The action follows a recent visit by Federal Interior Minister Mohsin Naqvi, who directed Chief Commissioner Islamabad and Chairman CDA Sohail Ashraf, Additional Commissioner (G) Islamabad, and Deputy Director General Enforcement, CDA, Dr. Anum Fatima, to ensure uniform enforcement against all encroachments, without discrimination or exception. Revenue scrutiny has uncovered a suspected method of land grabbing in which ownership documents pertaining to different khasra numbers in the adjoining Mouza Kot Hathial were used to justify possession of prime CDA land in Mouza Malpur, along Murree Road. Verification of title documents at a special one-day camp established by the administration revealed discrepancies in several cases, with the land described in sale deeds reportedly located approximately 1.5 kilometres away from the properties actually occupied. Legal proceedings, including registration of FIRs against individuals allegedly involved in fraudulent land transactions, are being initiated. One of the commercial plazas was reportedly sold for Rs. 5 crore just five months ago, underscoring the substantial commercial value associated with the occupation and transfer of the disputed properties. During Friday's operation, five commercial plazas were peacefully vacated and possession formally taken over by the CDA Enforcement Directorate, with police assistance and under the supervision of the Assistant Commissioner, Secretariat. Dr. Anum Fatima, Deputy Director General Enforcement, CDA, said that enforcement action would proceed uniformly against all establishments found to be occupying state land unlawfully. She added that cases involving court-issued stay orders would be pursued before the relevant courts at the earliest for appropriate legal relief, while fully respecting judicial directions. The Islamabad Administration and CDA reiterated that the recovery drive would continue on the basis of verified revenue records, lawful proceedings and uniform application of the law, with no establishment exempt from scrutiny on account of its commercial status or influence.
